Filled S ummary The Program Support Analyst Level 3 partners with
management and staff and provides information, analyses, and
recommendations that support sound managerial decision-making. This
position requires excellent analytical skills to evaluate and
integrate data and support conclusions and recommendations using
potentially complex and dynamic information from multiple sources.
Evaluates challenging issues with the potential for the project or
organizational impact, analyzing various alternatives to provide
data-driven conclusions and recommendations . Responsibilities
Responsibilities will vary by assignment. Typical duties may
include, but not be limited to, the following: Develop, maintain,
analyze , and present data critical to support sound managerial
decision-making, key performance indicators (KPIs), and related
dashboards for capital project and departmental management
purposes. Perform information-gathering, evaluation, research, and
data integration from multiple sources ensuring data quality,
consistency, completeness, and timeliness. Engage in data quality
management , ensuring data integrity. Develop, update , and
maintain detailed management reports, spreadsheets, presentations,
databases, and related systems to support managerial oversight of
the capital program, project management, departmental personnel ,
or operations. Perform detailed quantitative and qualitative
analysis to support project delivery and managerial objectives.
Perform budget administration activities for capital projects or
departmental operations. Prepare project budget transaction
requests, monitor the detailed project and task-level budget
status, and identify potential funding needs availab le throughout
the project lifecycle. Handle confidential and sensitive
information about capital projects, departmental personnel , or
operations. Assist with the development and implementation of
processes and procedures. Support analysis, communication, and
implementation of management strategies and initiatives. Coordinate
with management and staff throughout the department and other
C&D units as needed. May serve as lead analyst for a
program/project(s), initiative, or aspect of departmental
operations. May assist in developing strategic planning documents,
analyses, or internal and external presentations. E ducation and
Experience Bachelor's degree in Business Administration, Public
Administration, Economics, Finance, Accounting, Computer Science,
Engineering, Architecture, Mathematics, or a related field . Must
have a minimum of five (5) years of related experience. A Master's
degree may substitute for two years of the required experience.
Competenc i es: Excellent analytical, problem-solving, and
presentation skills. Aptitude for quantitative analysis with the
ability to effectively synthesize and communicate complex
management issues. Experience in analytical roles , including
developing and maintaining complex reports, analyses, databases,
and/or systems preferred. Demonstrated knowledge of MTA policies,
procedures, and processes related to departmental operations and/or
capital project/program budget and administration preferred.
Self-motivated, detail-oriented, and a team player. Highly
organized with meticulous attention to detail and a focus on data
integrity. Excellent written and oral communication skills with the
ability to communicate complex quantitative and analytical
concepts. Ability to work effectively with all levels of management
and team members. Ability to anticipate and support timely
resolution of potential issues. Flexibility to adapt to changing
priorities in a fast-paced environment. Ability to handle sensitive
and confidential information with sound judgment and discretion.
Excellent knowledge of Microsoft Office Suite (including Excel,
Access , and PowerPoint). Experience with software applications
related to capital project management (such as Asite, PSR , and
Visio) preferred. Other Information Pursuant to the New York State
